Overview
We launched Phase 4 of the Telecommunications
Emergency Response Training (ERT) seminars on June 17, 2003. The
following information outlines our current plans to continue training
emergency responders, including those involved in the field of information
assurance.
Seminar Concept
The NCS ERT seminar provides participants
with information that can assist in providing telecommunications
support in response to Presidentially-declared emergencies and disasters.
Participants are provided the opportunity to discuss key processes
and procedures during the seminar.
Seminars are planned to reach emergency responders
and planners in the 10 Federal Regions and will be conducted nationwide.
Course content will vary depending on regional participant requirements.
In addition to providing training, the seminar is designed to facilitate
the development of working relationships among telecommunications
emergency responders. Seminar participant interaction is emphasized.
Seminar Objective
The seminar will explain the role of the
NCS within the new Department of Homeland Security; highlight national
telecommunications programs that support emergency management and
response operations; and facilitate an inter-agency discussion of
communications support for emergency response operations. The seminar
also provides an opportunity before a disaster to meet and network
with those individuals responsible for communications coordination.
Guiding Principle
The seminar is intended to be an interactive
session to promote problem identification and discussion, not to
solve all the problems of emergency response. In this venue, participants
are encouraged to "agree to disagree" with a primary goal
of facilitating communication
Program Operations
Target Audience
NCS Regional Managers, regional, state, and local emergency response
staff, telecommunications industry representatives, ESF #2 staff,
and other emergency support function representatives.
Duration
The ERT seminar consists of an 8 - hour session, planned for 1 day.
Facilitator
Office of the Manager, NCS, Critical Infrastructure Protection,
Planning/Training/Exercise Branch.
Training Manual
Participants receive copies of the presentation visuals and additional
materials concerning relevant subject matter.
