Exchange Workshop

The Industry Executive Subcommittee’s
(IES) Research and Development Task Force (RDTF), of the President’s
National Security Telecommunications Advisory Committee (NSTAC),
cordially invites you to attend the Research and Development Exchange
(RDX) Workshop on October 28-29, 2004, in Monterey, California.
Theme
The two-day event will be held at the Monterey Marriott.
The Thursday session will be held from 8:00 a.m. to 5:00 p.m. and
the Friday session will be held from 8:30 a.m. to 3:30 p.m. This
year’s theme is A Year Later: R&D Issues to Ensure Trustworthiness
in Telecommunications and Information Systems that Directly or Indirectly
Impact National Security and Emergency Preparedness (NS/EP). Dr.
John Marburger, Office of Science and Technology Policy (OSTP),
and Dr. Charles McQueary, Science and Technology (S&T) Directorate,
Department of Homeland Security (DHS), are invited to present keynote
addresses during the opening plenary session and to participate
in the summation
Objective
The increasing reliance on the public switched network,
the Internet, and computer applications to support national security,
homeland security, emergency preparedness, and public safety places
a premium on trusted systems (e.g., systems that are available,
secure, reliable, and survivable even in the face of attacks, failures,
or accidents). The August 14, 2003, northeast power outage has underlined
the critical importance of networked information systems in supporting
national crisis management and response previously demonstrated
by the September 11, 2001, terrorist attacks. Ensuring national
leaders, first responders, infrastructure owners, and the public
receive timely, accurate, and complete information from trusted
networked information systems is crucial to both national and homeland
security.
The RDX Workshop will reconsider the R&D
issues associated with trustworthy NS/EP telecommunications addressed
at the 2003 RDX Workshop and examine progress made, unfinished work,
and new challenges identified during the past year. Specifically,
key leaders from the Federal Government, private industry, academia,
and State and local governments are invited to explore and prioritize
key R&D issues associated with trustworthiness. The goal of
the event is to gather valuable information and constructive feedback,
which will inform the RDTF as it develops proposed Presidential
recommendations for the NSTAC. The R&D community’s feedback
will help the task force frame key policy issues surrounding trusted
networked information systems; discuss how stakeholders can cooperate
and coordinate efforts as the communities of interest shift; provide
key insights to OSTP and DHS as they formulate their research agendas
and budget submissions; identify and characterize barriers and impediments
inhibiting R&D of trustworthy systems; and develop an agenda
for action. Break out sessions will focus on major cyber and software,
physical, human factor, and integration (testing, evaluation, test
beds, etc) research issue areas. These breakout groups will also
be charged with addressing the question of how the R&D community
can effectively share information and document activities.
Call for Papers
The exchange format does not include presentation
of papers. Participants are welcome to provide written input either
for sharing at the workshop or for inclusion in the proceedings,
if appropriate.
Registration - The
registration process is NOT being conducted by the NCS or the NSTAC.
The conference fee for the 2004 RDX Workshop is $230.

by October 15, 2004. A ranking of preferences for breakout session
participation will be required at the time of registration.
Hotel Reservations/Parking
A block of rooms has been reserved at the Monterey
Marriott for workshop attendees. To make your reservations, please
call the Marriott Reservations at (800) 228-9290 or (831) 649-4234.
In order to receive the group rate, you must call the hotel directly
and identify your affiliation with the NSTAC RDX Workshop. You can
not use an agent to make your reservations. Reservations must be
received on or before Friday, September 24, 2004. All reservations
are subject to a 48-hour cancellation policy. The following guest
room rates will apply (exclusive of appropriate state and local
taxes, currently 10%):

Group rates will be honored two days pre and
post the workshop dates, subject to availability. All reservations
must be accompanied by a first night room deposit, or guaranteed
with a major credit card. In order to receive the government rate
and be tax exempt, all government employees must supply a government
ID and government credit card at check-in. Any reservations cancelled
within 48 hours of arrival will be subject to a charge of the first
night’s room and tax.
Transportation
A taxi ride from the Monterey Peninsula Airport to
the Marriott Hotel is approximately $10-15. Additionally, several
major rental car companies operate from the airport. A map to the
hotel is provided. The parking rate at the Monterey Marriott is
$15 a day.
