Theme/Keynote Address
The two day event will be held at the GTISC
in Atlanta, Georgia. The Thursday session will be held from 10:00
a.m.- 5:30 p.m. The Friday session will be held from 8:00 - 12:00
p.m. The theme is R&D Issues to Ensure Trustworthiness in Telecommunications
and Information Systems that Directly or Indirectly Impact National
Security and Emergency Preparedness (NS/EP). Dr. Marburger will
present the keynote address during the opening plenary session and
will participate in the wrap-up summation session. Mr. Duane Ackerman,
Chairman and CEO, BellSouth, will make a presentation during Thursday's
lunch.
Objective
The increasing reliance on the public switched network,
the Internet, and computer applications to support national security,
homeland security, emergency preparedness, and public safety places
a premium on trusted systems (e.g., systems that are available,
secure, reliable, and survivable even in the face of attacks, failures,
or accidents). The September 11 terrorist attacks demonstrated the
critical importance of networked information systems in supporting
national crisis management and response. Ensuring national leaders,
first responders, infrastructure owners, and the public receive
timely, accurate, and complete information from trusted networked
information systems is crucial to both national and homeland security.
The NSTAC 2003 R&D Exchange will explore the R&D
issues associated with trustworthy NS/EP telecommunications. Specifically,
we are inviting key leaders from the Federal Government, private
industry, academia, and State and local governments to explore and
prioritize key R&D issues associated with trustworthiness. Break
out sessions will focus on major cyber, software, physical, human
factor, and integration (testing, evaluation, test beds, etc) research
issue areas. The goal of the event is to frame key policy issues
surrounding trusted networked information systems; provide key insights
to OSTP as it formulates the President’s research agenda and
budget submissions; identify and characterize barriers and impediments
inhibiting R&D of trustworthy systems; and develop an agenda
for action.
Call for Papers
The exchange format does not include presentation
of papers. Participants are welcome to provide written input either
for sharing at the workshop or for inclusion in the proceedings,
if appropriate.

Mid Town Atlanta at Colony Square for exchange attendees. Please
cite the “R&D Exchange” when making your reservation
to receive the $112 group rate.

The hotel parking rate is $16 ($18 valet) a day. The
hourly parking rate is $1 every twenty minutes.
Transportation
A taxi ride from the Hartsfield Atlanta International
Airport to the Sheraton Hotel is approximately $25-30. You may also
make a reservation to take the Airport Shuttle by calling (404)
762-7009. The cost is $14. Public transportation on the MARTA rail
is $1.75. A map to the Sheraton Hotel and the GCATT building (where
the event will be held) are provided.
A shuttle bus to and from the Sheraton Hotel and
exchange site will be available Thursday and Friday.

with R&D issues related to trustworthy computing and communications
– will be available to attend the 2003 R&D Exchange. With
the establishment of the new Department of Homeland Security, we
believe this event holds great potential for contributing to the
Nation’s security technology R&D agenda.
