NCS, Partners Support Flood Relief Communications in North Dakota

Flooding in North Dakota

Arlington VA, April 02, 2009 - The National Communications System (NCS) led the Federal Emergency Support Function 2 (ESF 2) efforts for the North Dakota floods. It coordinated national security and emergency preparedness (NS/EP) communications response and recovery efforts for Federal, State and local leaders, emergency responders and leaders of critical infrastructure during emergencies..

The National Coordinating Center (NCC) for Communications, part of the NCS, hosted daily government and industry conference calls and maintained 24x7 watch operations that facilitated coordination between the Federal Government, the communications sector, and emergency communications officials in FEMA Regions V and VIII.

Support included coordinating with regional officials for industry access to protect telecommunications facilities potentially impacted by flood waters, confirming logistics for fuel delivery to communications facilities in the event of extended power outages and flood limited facility access, and sharing industry status and actions such as pre-staging of communications equipment (cellular on wheels) and managing wireless bandwidth in areas to improve wireless access.
