NCS Member Agencies
Name New COP, COR Representatives
Arlington, VA., November 20, 2006
- The National Communications System today announced three new members
to its Committee of Principals (COP) and two to its Council of Representatives
(COR). These new committee members, appointed by their Federal agencies,
serve and advise the President on national security and emergency
preparedness telecommunications issues affecting the Nation.
Vice
Admiral Nancy Brown, Director of Command, Control, Communications
and Computer Systems (J6) for the Joint Staff, replaced retired
Marine Corps Lt. Gen. Robert Shea as the Joint Staff committee principal.
Prior to her Pentagon arrival, Brown was assigned to U.S. Northern
Command at Peterson Air Force Base, Colorado. There, she served
as Director of Command Control Systems, Headquarters North American
Aerospace Defense Command. She was also Director of Architectures
and Integration, Headquarters U.S. Northern Command, and served
as the Commander, Navy Element and Chief Information Officer for
both commands.
Aiding
Vice Admiral Brown on the NCS Committee of Principals is Army Major
Susan Camoroda, appointed by Brown to serve as her representative
to the Council of Representatives. Camoroda serves as an action
officer in the Joint Staff, J6 (Current Operations Division). A
career Army communications officer, she is the principle Joint Staff
liaison officer for U.S. Northern Command, the Department of Homeland
Security, and the National Communications System.
In addition to the new Joint Staff appointments, the
NCS added two additional Committee of Principals members. One is
Gary Wall, who serves as the Senior Technical Officer in the Chief
Technology Office for the Department of Health and Human Services
(HHS). Wall, who serves as the lead telecommunications official
for HHS, replaces Robert Blitzer, who retired from HHS earlier this
year. Additionally, Wall will serve on the Council of Representatives,
which conducts much of the committee’s working business on
recommendations that are reviewed and approved by the committee.
Finally,
the General Services Administration (GSA) named James A. Williams
to replace Margaret Binns as its Committee of Principals member.
Williams is the GSA’s Federal Acquisition Service Commissioner
and oversees a Federal service that represents several GSA business
lines. The Federal Acquisition Service is focused on local customer
service delivery and increased efficiencies that enable GSA to better
serve customer agencies. Prior to his arrival at GSA, Williams became
the first Director of the U.S. Visitor and Immigrant Status Indicator
Technology (US-VISIT) program at the U.S. Department of Homeland
Security.
The NCS Committee of Principals is composed of high-level
Government officials representing Federal operational, policy, regulatory,
and enforcement organizations. Its diverse representation across
23 Federal departments and agencies embraces the full spectrum of
Federal telecommunications assets and responsibilities.
As an interagency group, it serves as a forum for
members to review, evaluate, and present views and recommendations
on current or prospective NCS programs to the Manager, NCS, the
Executive Agent (the Secretary of Homeland Security), and the Executive
Office of the President (EOP).
The committee is chaired by DHS Under Secretary George W. Forseman
in his role as Manager of the National Communications System.
