Lavender Named as Department of Health and Human Services Member to the NCS Council of Representatives

Arlington, VA, May 04, 2005 - The Department of Health and Human Services named Robert Lavender to the National Communications System’s Council of Representatives.

The NCS Committee of Principals is a presidentially designated interagency group that provides advice and recommendations on national security and emergency preparedness telecommunications to the Executive Office of the President. It is composed of high-level Government officials representing 23 Federal operational, policy, regulatory, and enforcement organizations.

Mr. Lavender is currently serving in the position of the Deputy Director, Information Technology and Communications for the Office of Emergency Operations and Security Programs, in the Office of Public Health Emergency Preparedness, Department of Health and Human Services. In this capacity he is responsible for the oversight and operation of the Secretary’s Operations Center, Logistics and Response Technologies Teams.

Mr. Lavender’s primary responsibilities include developing and implementing plans, processes, and procedures that enable the Department to effectively respond to both natural and man made disasters in support of the agencies Secretary’s Emergency Response Teams (SERT), Continuity of Operations (COOP) and Continuity Of Government (COG) programs.

He has worked closely with the Department of Homeland Security on significant issues such as the National Response Plan, the National Incident Management System and implementation of Executive Order “Strengthening the Sharing of Terrorism Information to Protect Americans”. In addition, Mr. Lavender has worked closely with other ESF8 partners responding to various health related issues including; multiple hurricanes, ricin and anthrax incidents.

Prior to re-joining the Government, Mr. Lavender had over 17 years experience in private industry most recently with Hewlett Packard (HP) serving as the United Kingdom and Ireland Managing Practice Principal, Telco and Media Solutions, providing a variety of solutions to many of the UK’s leading telecommunications firms, including; British Telecom, MM02, Vodafone, Cable and Wireless and a host of others.

Prior to joining HP, he was Vice President of Nortel Network’s Internet Data Centre and ASP Solutions Practice, Europe, Middle East and Africa (EMEA). In this capacity Mr. Lavender was responsible for working with EMEA based operators and service providers, to formulate, develop and deploy next generation “carrier-grade, Internet-ready” data centers. Under his leadership the Internet Data Centre and ASP Solutions Practice became one of the foremost authorities on enabling Application Service Providers (ASP) and Internet traffic exchange deployments, providing a wealth of experience in both strategic consulting and the implementation of turnkey IDC/ASP solutions. Nortel’s flexible, adaptable architectural model tie business and technology together into a reliable, secure, and flexible end-to-end data centre solution.

In the last 20-plus years, Mr. Lavender has acquired a wealth of experience within the telecommunications, industry working in a wide variety of management positions. Prior to his current role, Mr. Lavender held the position of Vice President of Strategic Initiatives at Dimension Enterprises.
