President Bush Names Two Senior Communications Executives to NSTAC

Arlington, Va., May 07, 2004 - President Bush announced yesterday that he is appointing two senior industry executives to the President’s National Security Telecommunications Advisory Committee (NSTAC).

Named to the NSTAC were Gary D. Forsee, Chairman and Chief Executive Officer of Sprint; and William H. Swanson, Chairman and Chief Executive Officer of Raytheon Company.

The President's NSTAC is composed of up to 30 presidentially appointed industry leaders (usually chief executive officers). In its advisory role to the President, the NSTAC provides industry-based analyses and recommendations on a wide range of policy and technical issues related to telecommunications, information assurance, infrastructure protection, and other national security and emergency preparedness concerns. The current NSTAC chair is Dr. Vance D. Coffman, Chairman and Chief Executive Officer of Lockheed Martin.

Mr. Forsee has spent more than 30 years in the telecommunications industry. Most recently, he served as Vice Chairman of BellSouth Corporation where he had responsibility for all of BellSouth's domestic operations. Upon joining BellSouth in September 1999, he managed staff functions throughout the corporation and subsequently was President of BellSouth International.

Before joining BellSouth, Mr. Forsee spent 10 years with Sprint, including time with Global One -- a joint venture of Sprint, Deutsche Telekom and France Telecom.

In December 1989, Mr. Forsee joined Sprint as Vice President and General Manager of the Government System Division. He subsequently served as President-Government Systems and President-Business Services Group from February 1991 to February 1993. Following these assignments, he was Senior Vice President of staff operations for the Long Distance Division.

After serving as interim Chief Executive Officer of Sprint's wireless venture, now the company's PCS Division, and leading the company's bidding activity during the PCS auctions, he became the Long Distance Division's president and chief operating officer in March 1995. In February 1998, Mr. Forsee assumed the position of president and chief executive officer of Global One. He resigned from Global One in July 1999.
Prior to joining Sprint, Mr. Forsee was with AT&T and Southwestern Bell for almost 18 years. The position he held prior to moving to Sprint was Vice President of government sales and programs in AT&T's Federal Systems division.

Forsee holds a bachelor's degree in engineering from the University of Missouri at Rolla. He presently serves as chairman of the National Board of Trustees of the March of Dimes and is on the University of Missouri-Rolla Board of Trustees. He also is a member of The Business Roundtable and the Kansas City Civic Council and is a member of the board of the Goodyear Tire & Rubber Co.

Mr. Swanson leads Raytheon’s government and defense operations that comprise seven major businesses, which generate approximately $15 billion in annual sales and include over 63,500 employees. He is also responsible for the four Strategic Business Areas of Raytheon, which are Missile Defense, Precision Strike, Intelligence, Surveillance and Reconnaissance and Homeland Security.

Before assuming this position, he was a Raytheon Executive Vice President and President of the company’s electronic systems segment. Mr. Swanson joined Raytheon Company in 1972 and has held a wide range of challenging positions, including manufacturing manager of the company’s Equipment Division, senior vice president and general manager of the Missile Systems Division, general manager of Raytheon Electronic Systems and chairman and chief executive officer of Raytheon Systems Company.

In addition to his professional accomplishments, Swanson serves on the California Polytechnic State University School of Engineering Advisory Council, the Pepperdine University board of regents, and on the board of visitors of the Graziadio School of Business and Management at Pepperdine University. He is also a member of the Editorial Advisory Board of The Journal of Electronic Defense. He is a trustee of the Association of the U.S. Army and serves as a member of the National Defense Industrial Association, the Navy League, and the Air Force Association.

A native of California, Mr. Swanson graduated magna cum laude from California Polytechnic State University with a bachelor’s degree in industrial engineering. His graduate work was performed in business administration at Golden Gate University and in 2002 he was awarded an honorary Doctor of Law degree from Pepperdine University.

He was selected as the Outstanding Industrial Engineering Graduate in 1972, and in 1991 was recognized as the Honored Alumnus from California Polytechnic State University School of Engineering. In 2002, Swanson received the Semper Fidelis Award from the U.S. Marine Corps Scholarship Foundation. In 2003,
Mr. Swanson received the Aviation Week & Space Technology Magazine Laurel Award for “significant contributions” to the field of Aeronautics/Propulsion. He was also named the “California Manufacturer of the Year” by the California Manufacturing & Technology Association.
