Arlington,
Va., June 14, 2004 - Navy Captain J. Katharine Burton,
the Assistant Deputy Manager of the National Communication
System (NCS) since September of 2001, retired from active
duty during a ceremony held June 2 at the Women in the Military
Service for America Memorial at Arlington National Cemetery.
Lieutenant General Harry D. Raduege, Jr., Director
of the Defense Information Systems Agency (DISA) and former
Manager of the NCS, presented Captain Burton with the Legion

“In a country at war in the global war
on terrorism, Captain Burton has given our country her sterling
leadership, dedication, and heart-felt service to ensure our

Lt. Gen. Raduege. The DISA Director noted that Captain Burton’s
assignment to the NCS was but a week before the terrorist

In that very short time span, he said Captain Burton

then brief in great detail on the NCS actions in response to those
attacks. “She made the right decisions and provided flawless
advice, “ said Lt. Gen. Raduege, who added that her dedication
in the aftermath of September 11 is a reflection of the dedication
she has shown throughout her Navy career.
In addition to the Legion of Merit, Lt. Gen. Raduege
