NCS Announces
Four New Members to the Committee of Principals
Arlington, Va., March 12, 2004 -
The National Communications System (NCS) announced that it has four
new members to its Committee of Principals (COP). The newest principals
of the 23-member COP are Mr. Drew Ladner from the Department of
the Treasury; Marine Corps Lieutenant General Robert M. Shea, representing
the Joint Staff; Mr. Peter Myo Kin of the U.S. Postal Service; and
Mr. Robert Blitzer from the Department of Health and Human Services
(HHS).
The NCS is an interagency organization that brings
together the assets of 23 Federal departments and agencies to address
national security and emergency preparedness (NS/EP) telecommunications
issues. Through the Committee of Principal and its subordinate Council
of Representatives, the NCS provides NS/EP telecommunications guidance
to the President, the Executive Office of the President the National
Security Council, the Office of Management and Budget, and the Office
of Science and Technology Policy. Both COP and COR contribute their
expertise in exploring the technical, regulatory, and legislative
issues in NS/EP telecommunication
In
March of 2003, Mr. Ladner was appointed Chief Information Officer
of the U.S. Treasury Department. In his current position, he is
responsible for managing the U.S. Treasury’s information technology
(IT) strategy and budget, as well as, operating department-wide
shared IT Services. Additionally, he serves as Treasury’s
lead on the E-Government component of the President’s Management
Agenda and overseas the Treasury Department’s IT security
programs. Previously employed in the private sector, Ladner served
as the Managing Director of Classis Capital, a boutique technology
investment and advisory firm specializing in software and telecommunication
Appointed as the Director, Command, Control, Communications and
Computer Systems, Lt. Gen. Shea’s military career spans 32
years, during which he held various command positions at every rank.
During Operations Desert Shield and Desert Storm, Lt. Gen. Shea
served as Commanding Officer, 9th Communication Battalion, 1st Marine
Expeditionary Force. His Marine Corps career spans numerous positions
in the communication and cyber sectors, including his role previous
to his current, a the Director for Command, Control, Communications
and Computers (C4).
Mr. Myo Khin has had an extensive executive career with the United
States Postal Service. Employed for over 30 years, he currently
serves as the Postal Service’s Manager for the Corporate Information
Security Office (CISO). In this role, Mr. Myo Khin is responsible
for leading efforts to enhance the security of information systems
across the venture. Prior positions include, Manager for Secure
Electronic Messaging in the Corporate Business Development organization,
and acting Assistant Treasurer and Program Manager for Payment Technologies
in the Corporate Treasury Organization.
Mr. Blitzer is the HHS Deputy Assistant Secretary for Planning and
Emergency Response, Coordination, in the Office of Public Health
Emergency Preparedness,
in the Department of Health and Human Services. In this position
he develops and implements plans, processes, and procedures in enhance
the departments response to both natural and man-made disasters.
Additionally Mr. Blitzer serves in the Secretary’s Command
Center, considering issues in emergency response technologies function.
Prior service includes his work at Science Applications International
Corporation, as a Vice President for Corporate Development.
