New Members Named
to the NCS Council of Representatives
Arlington, Va., March 12, 2004 -
The National Communications System received four new members to
its Council of Representatives (COR). The new representatives are
Army Colonel Randall G. Conway Department of Defense, Navy Captain
Lloyd E. Gilham, Office of the Joint Staff; Ms. Carol Higgins, National
Security Agency (NSA); Mr. Thomas K. Kardaras, Nuclear Regulatory
Commission (NRC); and Mr. Warren Schwartz, United States Postal
Service (USPS).
Colonel
Conway, is the Senior Military Command, Control, Communications,
and Computer (C4) Analyst for wireless policy, Office of the Assistant
Secretary of Defense for Networks and Information Integration. He
replaces Navy Captain Lynne Hicks as the DOD COR. Prior to this
role, he worked as the Division Chief for Network Management on
the Joint Staff Command, Control, Communications, and Computer,
Systems Directorate. In this capacity, he served in Operation Iraqi
Freedom. Additional tours of duty include deployments to Operation
Desert Shield and Operation Desert Storm.
Captain
Gilham currently serves as the Military Secretary for the Military
Communications-Electronics Board on the Joint Staff and replaces
Army Colonel John Reidt as the Joint Staff COR. Receiving his commission
through Aviation Officer’s Candidate School in 1981, Gilham
has had an extensive career in military service. Prior to his position
on the Joint Staff, Captain Gilham was assigned to the United States
Forces Korea in support of United Nations Command, as the information
Systems Engineering Branch Chief. His responsibilities in that position
included management of all engineering and implementation of the
combatant commander’s command and control systems throughout
the Korean Peninsula.
As the Chief for Community, Civil, and Homeland Security Systems
Division, Ms. Higgins serves an integral role in the Information
Assurance Directorate of the National Security Agency. She replaces
Gilbert Nolte on the council. In a career spanning over 20 years
at NSA, her previous roles included several leadership and engineering
positions in NSA’s Information Assurance Directorate. She
served as Chief of the Information Security and Security Engineering
(ISSE) Service Division, providing the Department of Defense, and
various departments and agencies ISSE services.
Mr. Kardaras works as an information technology (IT) specialist
in the Division of Incident Response Operations of the NRC and replaces
Nadir Mamish as the NRC COR.. With over 25 years of IT experience,
Kardaras currently manages several areas of NRC’s emergency
response program. His responsibilities include managing NRC’S
Emergency Telecommunications System (ETS) and Emergency Response
Data System (ERDS). Prior to joining the NRC, Mr. Kardaras worked
as an IT contractor in NRC’s emergency operations center.
Serving
as the program Manager for Postal Radio Frequencies, Mr. Schwartz
manages the wireless infrastructure design, development and implementation
for the United States Postal Service. He replaces Timothy Patterson
on the COR. Mr. Schwartz currently directs radio frequency spectrum
management and overseas space based technology and wireless enterprise
systems for all internal USPS business applications. Mr. Schwartz’s
team represents the Postal Service in other intra-agency work teams
including the Interdepartmental Radio Advisory Committee (IRAC)
of the National Telecommunications and Information Administration
(NTIA). With over 25 years of Federal service, Schwartz experience
includes multiple areas of system development, including work with
radio, satellite and microwave technologies.
The NCS is an interagency organization that combines
the communications assets of 23 Federal departments and agencies
to address national security and emergency preparedness (NS/EP)
telecommunications related issues. The COR is the subordinate working
group of the NCS Committee of Principals (COP). Through the COP
and COR, the NCS provides NS/EP telecommunications guidance to the
President, the Executive Office of the President, the National Security
Council, the Office of Management and Budget, and the Office of
Science and Technology Policy.
