Qwest's Notebaert Appointed by President Bush to NSTAC

Richard C. Notebaert, Chairman and Chief Executive Officer of Qwest CommunicationsWASHINGTON, D.C., April 25, 2003 - President Bush announced yesterday that he is appointing Richard C. Notebaert, Chairman and Chief Executive Officer of Qwest Communications, to the President’s National Security Telecommunications Advisory Committee (NSTAC).

The President's NSTAC is composed of up to 30 presidentially appointed industry leaders (usually chief executive officers). In its advisory role to the President, the NSTAC provides industry-based analyses and recommendations on a wide range of policy and technical issues related to telecommunications, information assurance (IA), infrastructure protection, and other national security and emergency preparedness concerns. The current NSTAC chair is Dr. Vance D. Coffman, Chairman and CEO of Lockheed Martin Corporation.

Notebaert, was elected chairman and chief executive officer of Qwest Communications International Inc. on June 17, 2002.

Formerly, Mr. Notebaert was president and chief executive officer of Tellabs, a position he had held since August 2000. Prior to that, Mr. Notebaert retired from his position as chairman of the board of Ameritech Corporation in December 1999. His 30-year career with that organization included appointments as president of Ameritech Mobile Communications (1986), president of Indiana Bell (1989) and president of Ameritech Services (1992). In 1993 he became president and chief operating officer of Ameritech Corporation and in January 1994 was named the company's president and chief executive officer. He was elected to the position of chairman and chief executive officer on April 20, 1994.

Mr. Notebaert received a bachelor's of arts degree in 1969 and a master's degree in business administration in 1983, both from the University of Wisconsin. He has received a number of honors and awards, including the 1999 Distinguished Alumni Award from the University of Wisconsin-Milwaukee and three honorary degrees.

He is a member of the board of directors of Aon Corporation, Cardinal Health, Inc., the Denver Center for Performing Arts and Qwest Communications International Inc. He serves on the Corporate Leadership Board of Director's, as a trustee of the University of Notre Dame and as a member of The Business Council. In August 2002, Mr. Notebaert was appointed chairman of the Reliability and Interoperability Council, which develops recommendations for the FCC and private industry to assure the reliability, security and public access to telecommunications networks and the Internet.

Mr. Notebaert has been very active in the communities where he has lived, most recently serving as vice chairman of the Civic Committee of The Commercial Club of Chicago, co-chairman of United Way's prestigious Alexis de Toqueville Society and board member of The Executives' Club of Chicago.

Mr. Notebaert and his wife Peggy have two adult children and have a home in Denver
