Two Individuals Named to the Committee for National Security and Emergency Preparedness Communications Arlington VA., November 5, 2002 - Two new members have been named to the President’s Critical Infrastructure Protection (CIP) Board’s Committee for National Security and Emergency Preparedness Communications (NS/EPC), a 22-member body of Government communications experts that advise the White House on critical infrastructure protection issues involving telecommunications and information technology. Joining the NS/EPC are Joseph D. Szwarckop, Deputy Chief Information Officer with the Federal Emergency Management Agency (FEMA); and Jeffery Goldthorp, Chief of the Federal Communications Commission’s Network Technology Division From 1995 to 1998, he held the position of Program Manager for the Chemical Stockpile Emergency Preparedness Program (CSEPP). This $85M a year activity improved the emergency response capability of civilian communities surrounding eight chemical weapons storage sites in the United States. He also served as the Director of FEMA's Operations and Maintenance Division, Information Technology Directorate during the period of 1993 to 1995. He was responsible for the operation and maintenance of FEMA’s Switch Network, a “backbone” communications and information system for the Agency. Before entering Federal Civilian Service in 1992, he completed a 37-year career with the United States Army. He is a graduate of the United States Military Academy, West Point, New York, with a bachelor’s degree in engineering. He also holds a master’s degree in management from the University of Oklahoma.
