Two Individuals Named to the Committee for National Security and Emergency Preparedness Communications

Arlington VA., November 5, 2002 - Two new members have been named to the President’s Critical Infrastructure Protection (CIP) Board’s Committee for National Security and Emergency Preparedness Communications (NS/EPC), a 22-member body of Government communications experts that advise the White House on critical infrastructure protection issues involving telecommunications and information technology.

Joining the NS/EPC are Joseph D. Szwarckop, Deputy Chief Information Officer with the Federal Emergency Management Agency (FEMA); and Jeffery Goldthorp, Chief of the Federal Communications Commission’s Network Technology Division


Joseph D. Szwarckop
In his role as FEMA’s Deputy CIO, Szwarckop supervises programs involving enterprise transformation, technology insertion, e-government establishment, and information technology support for homeland security. He replaces Ron Miller on NC/EPC. Prior to this assignment, Mr. Szwarckop served three years as Director of the Global Disaster Information Network (GDIN) Committee Support Office, an interagency activity reporting directly to the Office of the Vice President. He managed the day-to-day efforts to establish an integrated, virtual network for the cooperative exchange of emergency management information during all phases of a disaster.

From 1995 to 1998, he held the position of Program Manager for the Chemical Stockpile Emergency Preparedness Program (CSEPP). This $85M a year activity improved the emergency response capability of civilian communities surrounding eight chemical weapons storage sites in the United States. He also served as the Director of FEMA's Operations and Maintenance Division, Information Technology Directorate during the period of 1993 to 1995. He was responsible for the operation and maintenance of FEMA’s Switch Network, a “backbone” communications and information system for the Agency.

Before entering Federal Civilian Service in 1992, he completed a 37-year career with the United States Army. He is a graduate of the United States Military Academy, West Point, New York, with a bachelor’s degree in engineering. He also holds a master’s degree in management from the University of Oklahoma.


Jeffery GoldthorpGoldthorp replaces Arlen VanDoorn as the FCC member to the NS/EPC and leads a technical staff in advising the Commission on the public policy ramifications of emerging network technologies. Before joining the FCC in November of 2001, Goldthorp held several positions at Telcordia Technologies, including: General Manager of the Network Access Engineering Services practice, where he was responsible for expert-based systems engineering services on emerging local access technologies including DSL, HFC, FTTN, and Fixed Wireless; Operations Manager of Telcordia’s Emerging Networks Business Unit, where he was responsible for strategic planning, project management, and operations planning; and Account Executive to Ameritech’s New Media Enterprises venture. He holds a patent for a DSP-based near-end crosstalk simulator that is in use in Telcordia's laboratories. Goldthorp earned a Bachelor of Science in Electrical Engineering from Lehigh University and a Master of Science from Princeton University.
