New Members Named to NCS Council of Representatives Arlington, Va., August 30, 2002 - Four Federal organizations of the National Communications System (NCS) have named new members to the NCS Council of Representatives (COR). The new members are Mr. Paul B. Maison from the Federal Emergency Management Agency (FEMA), Mr. Kenneth Moran of the Federal Communications Commission (FCC), Dr. H. Wayne Pacine of the Federal Reserve Board, and Mr. Gilbert Nolte of the National Security Agency (NSA). The NCS Council of Representatives is the subordinate body the Committee for National Security and Emergency Preparedness Communications (NS/EPC), created by Executive Order 13232 to advise the President and the President’s Critical Infrastructure Board on issues that may affect the Nation’s telecommunications infrastructure. As the working group of the NS/EPC, the COR meets to consider national security and emergency preparedness (NS/EP) communications initiatives, study critical NS/EP areas, and provide reports to the NS/EPC for forwarding to the Critical Infrastructure Protection Board.
He also serves as FEMA’s NS/EP telecommunications observer to the National Association of State Telecommunications Directors (NASTD), National Emergency Number Association (NENA), and the Association of Public Safety Communications Officers, Inc (APCO). In addition, Mr. Maison serves on the Telecommunications Service Priority (TSP) Oversight Committee; and various NCS working groups defining and resolving NS/EP information systems issues. Prior to assuming his current duties in March 2002, Mr. Maison directed the FEMA Headquarters' Information Technology Service Center (ITSC), Communications Center, LAN/WAN systems, electronic communications and communications security equipment. He also directed the Headquarters audio-visual systems, including support to the Disaster Recovery Channel, and information technology support for Headquarters Emergency Support Team. Mr. Maison holds a Bachelor of Arts degree in Government and Politics from the University of Maryland University College in College Park and a Master of Public Administration from Portland State University, Portland, Oregon.
Mr. Moran, who replaces Douglas Kyle as the FCC COR, joined the Commission in 1978 where, before being named Director, National Defense and Security, he managed the Depreciation Rates Branch and the Accounting and Audits Division. He has a degree in Mathematics from the Rose Hulman Institute of Technology and a Masters in Business Administration from Indiana University. He has been certified as a Professional Engineer by the state of Indiana and began his career in 1970 as an engineer with GTE.
Dr. Pacine's professional career began with Bell Laboratories and AT&T where he also served as a member of the U.S. Army Science Board. He later worked at the Federal Telecommunications Service of the General Services Administration. He was the information security officer at the International Monetary Fund prior to joining the Federal Reserve Board in 2001. He received a Bachelor of Science degree in Electrical Engineering from the Virginia Military Institute and a Master of Science in Management Information Systems from Central Michigan University. Dr. Pacine recently completed a doctoral program at Kennedy-Western University of Thousand Oaks, Calif., where he received a Ph.D. in Management Information Systems.
Previously, Mr. Nolte served as NSA Liaison Officer assigned to the Defense Information Systems Agency (DISA) (2000-2001). He has also served as Chief, Wired, Wireless and Combat Applications Division (1997–2000); Deputy Chief, Strategic Secure Voice Division (1995-1997); Secure Terminal Equipment (STE) Team Leader (1994-1995); Various leadership and engineering positions in NSA's Information Assurance Directorate, (1980- 1994). Mr. Nolte is a native of Baltimore, Maryland, and currently resides in Mt. Airy Maryland with his wife Angie and their two daughters. In his leisure time, he enjoys many outdoor activities with his family to include his daughters' horses and various other 4-H activities. He holds a Bachelor of Science degree in Electrical Engineering from West Virginia University in Morgantown and a Master’s Degree in Engineering Administration from The George Washington University in Washington, D.C. The NCS consists of 22 Federal departments and
agencies that assist the President, the National Security Council, the
Office of Science and Technology Policy and the Office of Management
and Budget in the coordination of planning and provisioning of NS/EP
communications for the Federal Government.
