NCC Operating Charter
Functions of
the NCC
The National Coordinating Center (NCC) is a joint
industry-government operation wherein the government is represented
by the Office of the Manager, NCS, and by both resident and non-resident
representatives of the NCS member entities and the telecommunications
industry. In the NCC, the government and the telecommunications
industry jointly plan and work to assist in providing for a more
endurable national telecommunications system to satisfy the NS/EP
telecommunications service requirements of the government. Industry
entities not physically represented (i.e., resident) in the NCC
shall be afforded the maximum practicable opportunity to participate
in the activities of the NCC.
In assisting the government in meeting NS/EP telecommunications
service requirements, the NCC performs or contributes to the performance
of the functions enumerated below:
- Promptly provide technical analysis/damage assessment
of service disruptions and identify necessary restoration actions.
- Coordinate/direct prompt restoration of telecommunications
services in support of NS/EP needs.
- Develop and exercise comprehensive service restoration
plans.
- Develop watch center type functions to work through
cooperating industry operation centers to effectively monitor
the status of essential telecommunications facilities.
- Maintain access to an accurate inventory of the
minimum essential equipment, personnel, and other resources which
are available for restoration operations to include the location
and capabilities of all industry's network operations centers
(NOCs).
- Identify liaison points in each company.
- Maintain ability to rapidly transfer operations
from normal to emergency operations.
- Coordinate/direct and expedite the initiation of
NS/EP telecommunications services.
- Contribute to the development of technical standards
and national network planning and ensure application of those
standards and dissemination of those plans to facilities serving
NS/EP needs.
- Coordinate/direct network reconfiguration plans
in support of NS/EP needs. In performing these functions, the
NCC monitors the status of all essential telecommunications facilities
including public switched networks.
The NCC is not intended to be the initial step
for users to seek assistance in the provisioning or restoration
of NS/EP telecommunications service(s). Assistance should be sought
through existing normal contacts within a service vendor, and through
escalation within the organizational structure of a service vendor,
before requesting the involvement of the NCC. NCC assistance normally
should be sought only after alternative approaches have been explored
and exhausted.
